What the scheme is
Antyodaya Gruha Jojana is Odisha's rural housing scheme, run by the Panchayati Raj and Drinking Water Department. It was launched in March 2025 by Chief Minister Mohan Charan Majhi at Bhawanipatna, with work orders for 60,000 houses issued on the first day.

What you get
The package is smaller than some other state schemes, but it is stacked with an incentive that can add meaningfully to it if you build quickly.
Construction assistance
Released in three instalments into the beneficiary bank account through DBT. The money can be used only for house construction.
Minimum house size
At least 25 square metres of carpet area, which must include a hygienic cooking space. The toilet area is counted separately.
Early completion bonus
Paid if you finish within four months of receiving the first instalment. A smaller Rs 10,000 applies at six months.
Linked benefits
Support for a toilet, drinking water and an electricity connection is arranged through other departmental schemes alongside the house.
Who is eligible
The scheme guidelines list specific categories rather than a single broad test. Your household needs to be houseless or living in a kutcha house, and then fall into one of these groups.
A kutcha house here means one with a roof of straw, bamboo, mud, grass, polythene, asbestos, GCI sheet, tile or any material other than RCC. If your roof is RCC, the house is treated as pucca and you fall outside the scheme. For this scheme, a family means the applicant, spouse, dependent parents and children.
Who is not eligible
Three exclusions do most of the work in filtering applications. Check these before you spend time on a form.
Exclusion criteria can be revised by the department. Confirm your own position at the block office before assuming you are ruled in or out.
How the money is released
The Rs 1.20 lakh is not paid at once. It comes in three instalments tied to construction progress, and the split is unusual because the middle instalment is by far the largest.

The scheme guidelines state that instalment amounts are subject to revision. The figures above are the ones announced with the scheme. Plan your construction spending against your own sanction order rather than against a number read on any website, including this one.
If a stage is done but the next instalment has not arrived, there are usually two causes. Either the field verification has not been recorded yet, or the bank account is not seeded with Aadhaar, since DBT payments travel on that link. Check the bank first, because it is the faster of the two to fix, then take it up with the block office.
The early completion incentive
This part is genuinely worth understanding, and most guides skim past it. Odisha pays a bonus for finishing quickly, and the clock starts from the date you receive the first instalment, not from the date of sanction.

The important detail is who can claim it. The incentive is not restricted to Antyodaya Gruha Jojana beneficiaries. It is paid to beneficiaries of any government funded rural housing scheme in Odisha, including Pradhan Mantri Awaas Yojana Gramin and PM-JANMAN. This arm is described in departmental records as Antyodaya Gruha Jojana (Spl).
So if you are building a house under PM Awas Yojana Gramin in rural Odisha, you are looking at the central assistance plus the possibility of this state incentive on top. That is a reason to push for early completion rather than letting construction drift across a season.

How to apply
There is no citizen facing online application for this scheme. Searches for Antyodaya Gruha Yojana apply online turn up plenty of pages, but the portal is for information and tracking, not for submitting a form yourself. The route is a paper application at the panchayat, and selection then runs through official verification.
Get the application form
The form can be downloaded from rh.odisha.gov.in and printed, or collected from your gram panchayat or block office. There is no charge for it.
Fill it carefully
Enter your name, Aadhaar number, family details, current house condition and bank account exactly as they appear on your documents. Mismatched spellings cause problems later.
Attach the documents
Include copies of everything relevant to the category you are claiming under. Unclear photocopies are a common reason for a file being sent back.
Submit at the panchayat or block office
Hand the completed form in at your gram panchayat or the BDO office, and ask for an acknowledgement.
Verification and sanction
The gram panchayat verifies, the Block Development Officer recommends, and the District Collector approves before the sanction is issued. Ground verification is done jointly by block and revenue officials.
The scheme is being rolled out in phases rather than all at once, with each phase covering tens of thousands of households. A file that has not moved is often waiting for the next phase rather than sitting rejected, so it is worth asking the block office which phase your area is in.
Nobody can buy you a place in the list. The form is free, submission is free, and selection is decided by verification carried out by block and revenue officials. Anyone asking for money to get your name sanctioned cannot deliver it. Raise it with the BDO instead.
How to check the list and status
Beneficiary lists are published on the Rural Housing Odisha portal and can be filtered down to your own panchayat. There is also a departmental mobile app used for monitoring construction, Ama Ghara, through which payments and progress are tracked.

Type rh.odisha.gov.in into your browser directly rather than following a link from a message or a social media post.
Find the beneficiary list section
Look for the Antyodaya Gruha Jojana or beneficiary list option. Reports for older schemes such as Biju Pucca Ghar sit in the same area.
Select your location
Choose your district, then block, then gram panchayat. Some reports also accept an Aadhaar number to narrow the search.
Open or download the list
Find your name and note the sanction status. Save a screenshot or print, since it is useful evidence if an instalment question comes up later.
If your name is missing, do not read that as a final rejection straight away. Verification runs block by block and phases are released over time. Ask at the gram panchayat first, since they see the file before the portal reflects it, and take your acknowledgement slip with you.
